The Hampden County Regional Retirement Board has the following positions available:

Executive Director

Responsible for overall management of all office operations, functions and staff. Responsible for proper and consistent implementation of M.G. L. Chapter 32, 840 CMR’s, and Board policies, procedures, rules and regulations. Designated Procurement Officer and Keeper of Records. Interacts closely with Board’s investment consultant, actuary, legal counsels, outside auditors and other professionals and employees of the retirement board, in conducting the day-to- day business of the Hampden County Regional Retirement System.

Duties and Responsibilities

• Responsible for enforcement of all regulations pertaining to public pension benefits as they pertain to members of the Hampden County Regional
Retirement System, as prescribed by MGL chapter 32, PERAC regulations,
supplementary regulations of the System, appeal of DALA and CRAB
decisions, EEOC decisions, IAB regulations/decisions, IRS and DOR regulations.

• Accurate and timely reporting to Board members of all pertinent information as it relates to the daily administration of the office.

• Preparation of trial balance, receipts, disbursements, journal entries on a monthly and year-end basis

• Preparation of annual office expense budget and monitoring of expenses on a monthly basis.

• Annual submission of membership and financial data to PERAC, Board actuary and auditors.

• Attends monthly Board Meetings and provided information packets for Board Members; assists in preparation of Minutes of Meeting, Findings of Fact, Public Meeting Notices

• Provides review of retirement calculations, refund and transfer payments, final payments issued by the System along with staff and Board payrolls, and expense warrant invoices

• Assists with daily deposits, federal tax withholdings for IRS and submission of all year-end reports to IRS

• Assists with completion of yearly 1099R forms and other federal tax forms including W-2’s and 1099 Misc. forms

• Assists with reconciling cash account statements

• Reviews, prepares and issues RFP’s in compliance with Chapter 176 of the Acts of 2011

• Responds to public records requests and subpoenas

• Assists in providing retirement counseling to members

• Attends outside retirement seminars as arranged by member units and
provides information on retirement process and the system in general at
these events

• Initiates transfers of funds between accounts and to PRIT Fund

• Direct, instruct, assist and train office staff directly or by supervision regarding schedules, methods, procedures, regulations, policies, activities or other matters affecting work

• Composes and reviews correspondence with members, retirees, beneficiaries, employers, regulatory agencies, other retirement systems, auditors, actuaries attorneys, custodial institutions and other professional service providers.

• Must maintain the highest level of confidentiality; high degree of accuracy with data and logic essential

Other Duties

• May be required at times to expend physical efforts and to perform maintenance, housekeeping, kitchen and other ancillary duties necessary to the position which involve bending, climbing, kneeling, pushing, pulling and lifting and carrying heavy objects, including, but not limited to office books and supplies, furnishings, files, computer equipment, books, trash receptacles, and water cooler bottles.

Knowledge, Skills and Abilities

• Essential qualifications for all levels of public employment are honesty, respect for the law and democratic process, acceptance of responsibility as a matter of public trust for performance of assigned duties and the ability to deal fairly with all persons.

• Excellent written and verbal communication skills

• Ability to plan, delegate, coordinate and communicate activities as team leader

• Comprehensive knowledge, experience and proficiency in use of computers and related business software including word-processing, spreadsheets, area networks and database

• Working knowledge of interactions among various computer programs and ability to recognize computer-generated errors and identify programming problems.

• Comprehensive knowledge and proficiency in application of good account principles and general office procedures of maintain documentation and use of checks and balances.

Requirements

• College or university graduate degree with at least 4 years of related experience. Ten years of related experience may be substituted for the requirement of a bachelor’s degree and 4 years of experience.

• Experienced in use of Microsoft Office applications including but not limited to Word, Excel. Experience and familiarity with retirement software including but not limited to PTG. A thorough knowledge of MGL chapter 32 is required.


Work Schedule

Monday through Friday 8:00 A.M to 4:00 P.M.

Salary Range: 75,000.00 to 80,000.00

ASSISTANT DIRECTOR

This is a responsible, supervisory position, in helping to direct the activities of the Retirement System for the retirees, beneficiaries, and active members of the system. This position works under the Executive Director’s guidance and reports directly to the Executive Director. This position will perform the duties of the Executive Director in their absence. The Assistant Director position requires excellent mathematical, written, and verbal communication skills. Knowledge of and experience with M.G.L. Chapter 32, P.E.R.A.C. rules and regulations.

ESSENTIAL TASKS

• In the absence of the Executive Director, the Assistant Director will assume the responsibility for the administration and day to day operations of the Retirement System in compliance with the provisions of M.G.L., Chapter 32, P.E.R.A.C. Regulations and Board Policy.

• Must be able to perform supervisory and administrative duties to assist the Executive Director with the management of the office and to maintain order within the office.

• Works under the direction of the Executive Director and follows Retirement Board rules, regulations and policies to perform the necessary work in discharging the day-to-day responsibilities of the office, and any other related work that may be required.

• Must maintain confidentiality of all records and conversations regarding all members, retirees, and survivors.

• Assists in the training of the retirement staff in the operational procedures of the system as needed.

Responsibilities include:

o Attending monthly Board meetings to record the minutes.

o Assists with the preparation for Board meetings.

o Retirement counseling for members and retirees to include a breakdown of their benefits and rights under retirement law, MGL Chapter 32 and P.E.R.A.C. regulations.

o Maintain accurate individual and unit records for active and inactive members of the individual member units of the system.

o Must be able to assist the Payroll Administrator when needed and oversee that all payroll processes are continuously and accurately completed.

o Assists with preparing Disability Information for Board Meetings which include putting all information into Prosper, working with P.E.R.A.C., the members and employers by accepting and processing the applications.

o Must be able to process expense warrants and oversee the processing of refunds, transfers, and final pays.

o Assists with deposits of federal tax withholdings to the IRS and the submission of all year-end reports to the IRS.

o Assist with completing the 1099R’s for the Retirees, Survivors, Refunds, and Option B Refunds. Must also assist with the review of the taxable portions of retirement allowances.

o Assist with maintaining the financial records of the retirement system; including general ledger, journal, and trial balance, maintain records of all cash receipts and reports and prepares financial reports in accordance with the state regulations.

o Assists with reconcilement of all cash statements on a monthly and yearly basis.

o Assists with overseeing the customer service that is provided to the Members and to the Retirees daily.

o Assists in overseeing the importing and balancing of the members unit’s retirement deductions.

o Must be ready and willing to assist in any projects and duties in the office under the direction of the Executive Director.

QUALIFICATIONS AND REQUIREMENTS

• Bachelor’s Degree in accounting or business from an accredited college or university or a minimum of 5 years of related experience with MGL Chapter 32 & P.E.R.A.C. Regulations.

• Must be able to follow instructions and function independently.

• Must be accurate, detailed oriented, flexible, and able to handle a multitude of tasks.

• Strong attention to detail, verbal, and written communication skills.

• Ability to troubleshoot and resolve matters.
• Excellent working knowledge and proficient use of computers, including Microsoft Word, Excel, and PowerPoint.

• This position requires maintaining confidentiality.

WORK SCHEDULE

Monday through Friday 8:00 A.M. to 4:00 P.M.

Salary Range: 65,000.00 to 70,000.00

Associate Administrative Assistant

Duties and Responsibilities:

Maintain confidentiality in all aspects of record maintenance and review; processing of monthly retiree payroll warrant including but not limited to all changes pertaining to retiree addresses, beneficiaries, banking information for direct deposit, tax withholding, insurance withholding COLA increase adjustments; processing of new disability retirement applications including requesting of medical records, employer records, workman compensation records, scanning information, uploading via PROSPER PERAC application all information and records necessary for requesting medical panel appointments; notification to member and employer of Board hearings and reviews of applications; completion of transmittal process to PERAC via PROSPER PERAC application. Maintaining assigned member unit deduction information including monthly posting of withholdings, estimate calculations as requested; makeup and redeposit calculations; calculation of refunds and transfers out of members account balances; processing retirement applications and calculation of benefit amount and submission of necessary documentation to PERAC for benefit approval. Answering questions via telephone, email, written correspondence or in person; open, sort and distribute incoming mail. Other duties as assigned to assist Executive Director and Administrative Assistants in daily operations of Retirement Office.

Re: Audit Findings/Board Action

The Hampden County Regional Retirement Board would like to inform and share with all its member units an update on the actions the Board has taken as of this date regarding the recent audit of the System.
On March 18, 2021, the Hampden County Regional Retirement Board began weekly meetings with the Executive Director and the Chief Auditor of the Public Employee Retirement Administration Commission (PERAC). Information regarding the actions the Board has taken to address the findings along with copies of monthly invoices, expenses, payrolls, and warrants are being forwarded to PERAC.
The outside audit firm of Powers & Sullivan is scheduled to be in the office May 3- 5, 2021 to review the financial information of the System for its required report for Dec. 31, 2020.
The board will continue to be transparent with its responses to this audit and as always, the meetings are held in open session for the public to attend. The dates and times for these meetings are listed on the board’s website along with information to connect to the meetings remotely. In addition, each member unit receives the dates and times of these meetings at the beginning of each year. The board continues to have full confidence in the Executive Director, Julianne Bartley, and the staff in the continued day to day administration of the system. The office is open to the public; appointments to retire can be made by calling 413-737-1344 between the hours of 8:00 AM and 4:00 PM, Monday through Friday.
Finally, we want to assure all the active and retired members of the Hampden County Regional Retirement System that the assets of the system for the last 10 years have exceeded the boards assumed rate of return. For the period beginning 01/01/2011, the market value of the board’s assets was $223,619,249. Now, as of 12/31/2020, the ending market value is $456,402,793 which is an average rate of return of 8.8% for this 10-year period.
As a board, we are very proud of this more than doubling of the assets for this 10-year period. This will help to ensure that the board continues its current funding schedule which has been established to have the system fully funded by June 30, 2036.


Organized under the laws of the Commonwealth of Massachusetts effective January 1, 1937, the Retirement System has over three thousand (3,000) active members and one thousand five hundred (1,500) retirees and beneficiaries from thirty-five (35) member units throughout Hampden County.

The Retirement System is governed by a five-member Retirement Board, made up of two elected members, one member appointed by the member unit treasurers, one member appointed by the Board and a chairman also appointed by the Board. This retirement system is subject to the provisions of Chapter 32 of Massachusetts General Laws. Our system, as well as all of the 105 other retirement systems in Massachusetts, is overseen by the Public Employee Retirement Administration Commission ("PERAC").

This is a defined benefit plan. That means that a specific formula based upon a member's age, retirement service credit, and highest three or five consecutive year's average salary are used to determine a member's gross retirement allowance. This is a guaranteed lifetime benefit.

As of October 1, 2008 the assets of the system were transferred and became a part of the larger state retirement fund known as the Pension Reserve Investment Trust Fund, or "PRIT Fund". This change only involved the management of the Board's assets and nothing else. The office and staff remain in place to serve our members and retirees on a daily basis and continue to issue monthly retirement allowance checks from our location which is: Hampden County Regional Retirement Board, Agawam Corporate Center, 67 Hunt Street - Suite 116, Agawam, Massachusetts 01001.
